To use a

curr~ntly popular ter:n, 1966 provided a year of 'happenings' for the library.

Book ci:Cul~tl.on was down, but our number of registered borrowers ..Tent up. Our book
collect1on 1.ncreased by 3,059, but more controversy arose over one title which was
not a~cepted th~n all of the h,~oo w?ich w~re added to the collection during the year.
/l.rt d1splays, f1.lms,. new methods of 1.nterl1.brary book borrowing and a well-received
program of book ser~ce to shut-ins provided the growth and 'reaching-out' needed to
~:eep library ~erv:ic~ abreast of the times . In addition, the library assumed a ne•o~~
ro1.E' ~s adr.lin1.strat1. ve center in the emerging Northeast Kansas Library System .
In
al, it was a year of variety and, we hope, progress.
l'urning to the tangible ways of measuring library service, our total book circulation

decreased aoproxi.mately 1% or 3, 512 during the year . Total booK circulation for the
~ar was 297,832 . A departmental breakdown of circulation indicates an increase in
ci~ulation of 7,280 adult books as opposed to a decline in circulation of children's
books of 10,792 . Several factors may account for the decrease . First, the children's Deoar~ment increased its loan period to three weeks late in 1965. The effects
felt frcm a decreased turnover of boo~&lt;s due to the increased loan period plus the
~scontinuing of renewals was felt well into 1966 . On the other hand, the resultant
slu~p in adul~ circulation becguse of the same factors was over ~ the Spring of 1966.
~condly, the increased tempo of activity in elementary school libraries has likely
affected public library use and may continue to do so in the nea r future . 'i/e feel,
n~ever, that increased effectiveness of school libraries can only serve to strengthen
oublic library use in the long run . The third factor is more general. A trend of
decreased circulation of children ' s books seems to be emerging over the countr,y. A
recent survPy in Librar,y Journal would indicate that a plateau bas been reached,
temporarily at l~ast , in the use of children's books in numerous public libraries
throughout the count~J. An exact reason for this slump seems not to have been found
yet.
On the plus side , both our registration and book stock shm.red an encouraging increase

during 'the year . Total number of registered borro~rers rose to 16, 697, an increase
of 1 625 03 trons . Our book collection reached a new high of 60,288 b'J the end of the
year; a n~t increase of 3,059 books . ft survey of our book. collection by the_ State
Mb:ar1 in t~e Spring of 1966 indicated the excellent ~ua~ty of the col~ect1on ~or
;ts size, and suggested th&amp;t attention be given to ~ch1e~ng more ~epth 1n certa1n
ar~a of the collection. A follow-up along these l1nes 1s now tak1ng place. A
cautionary note was indic:1ted by the revelation that , altho~gh our book budget had

The art exhibit began 1 n Pugust and changes each month . The

�-2exhibit is located in the reference room and is sponsored by the Lawrence Art Guild.
The displays have been ·vrell-received and the resultant publicity seems to have
broug~t many ne~ people to. the library. ~Je began the film service in October with
~ ba~7c collec~~on of S~ f1lms. Subject matter includes historical, comedy, sports

Dur1ng the three months of 1966 the service ;1as available circulation totaled uBL. This represents a JOo;t turnover of the collection each mo~th.

n..Jo relative~y new ser~ices continued to shmi an increase in use during the year.
'fne hoiiie del1very sernce and teletype interlibrary loan requests were introduced
in November of 1965. Throughout the year, aporoximately l , SOO books were borrowed
for our patrons through the Kansas Informational Circuit . Over one million books
are now available to us through interlibrary loan from the six Kansa3 libraries
ua:--ticioating in the service. By the end of 1966 "'e were bringing books to 28
perso~s by means of our home delivery service . During this period, ),081 books and
records were chosen and brought to persons who were physically unable to come to the
library. Huch of the credit for initiating the orogram and hand11ng the book selection goes to Hrs . Ta:rlor of our adult reference section. The ~~eekly job of bringing
tne materials to our home delivery patrons was done through the volunteer efforts of
Mrs o 1la:ro . Our thanks for a service well-done to both of them.

A nora controversial topic arose when the library rejected a gift copy of a book on
fluoridation from a local patron. Although much publicity resulted from this incident ,
the decision of the library was upheld . A word of appreciation is in order to the
Library Board and the City Commissioners for their support in this matter.
Activities of the Children's Department continued to be popular during the year.
l,A75 children participated in the Summer Reading Program. Of these, 1,470 completed the required reading and were eligible for a reading certificate. Friday
pre~chool story hours continued their attr~ction .
During the 22 sessions , a total
of 1,227 children were in attendance, an average of more than 55 at each session.
A ~p1cial 1966 theme included a series of stories centered around ani~~ls, with
li·re animals featured at each session. Dogs, cats, skunks and a tom turkey were
a~ong the Vrtried guests of honor .
The person most responsible ~or these excellent
services and orograms during the last seven years has been 1-'iss Hilda Koehler, head
of our Children ' s Depart"nent . l-Ie were sorry to lose her through retirement at the
end of 1966 . Her successor is Nrs Louise Lester, a recent graduate of Oklahoma
Library School , uho was hired by the Board in late 1966, to begin her duties as of
February, 1967 .

major change in the organization of our Adult Services Department took place near
the end of 1966 with the addition of a fourth full time staff member. At this time,
l'rs . rim Meyer became head of the circulation section, ass'llr.ling responsibilities
for circulation orocedures and tne suoervision of circulation oersonnel and pages .
rs. Howard Taylor has assumed full time duties as Referenc~ Librarian . In addition
to her increased reference work with patrons, Mrs . Taylor \-Tl.ll devote a portion of
h~r time to lotorking ui th schools and groups outsid~ the library. Her. efforts will
al:.o he directed at building the rl7!ference collect~on, the pamphlet f1les and the
Preoaration of book lists and book selection aids on a monthly basis. The reference section answered 3,127 reference questions by telephone and in person for
catrons during 1966.

Tne grol-dng in~dequacy of our ph]~ical facilities b7c~me more evident during the
year . In Ha C'Ch the State Library presented a orelim1nary survey of Lat-rrence
Libra~ facilities to the Board. In essence, the survey stated that the building

�-was totally inadequate for a city the size of Lawrence and recommended that a ne,.,

building be e:ec;ed. This_sur,~y was reinforced later in 1966 when the local
itizens Cotr:."il~ tt:-e on Public Bu1lclings reported to the City Commissioners of the
need for a new l7brary building of 40,000 square feet at an estimated cost of
~1,250,000 . It_ 1 ~ hopeful that progress plong these lines can be made in the near
future . In addit~on to the acu-tE shortage of reader space as well as book space,
the increased cost of m!:lintennnce of the 63 year old building Ha5 ill~strated when
the book collection became endangered as a result of n~~erous leaks in the roof .
The city_has since insta~ed a new roof, but threats of leakage at other areas as
well as 1nadequate electr1cal and heating capacit.y continue to be a problem.

The largest turnov~r in recent years took place on the Library Board in 1966.
Judge Ch;rles Rank1n, ~oard Chairman, retired after 8 years of service. In
addition, Rev · Paul Da ·Tis and Hrs . Don Allen resigned due to change of residence.
Replacing them 1-rere Skipper Ttlilliams , Clark Coan and Larry Flannery.
Special thanks again this year go to : f1rs. o~ma , our ~ssistant Librarian and Head of
Technical Services, for the excell~nt job of book selecting and of keeping the flow
of materials available to our patrons; Hr.i. Weeks , our bookkeeper and secretary, for
the additional work she has assumed in handling the state grant for planning services
and for her all-around helpfulness in the many tasks perfonned during the years;
finally, to Jim Anthony, our custodian, who has done a remarkable job of making the
library a clean and inviting place .
A major undertaking for the library last year was the assuming of responsibility as

adninistrative headquarters for the Northeast Kansas Libraries, an infor.nal federation of 30 public libraries in Northeast Kansas. Under a grant of $36,000 from
the State Library, the Lawrence Public Library is providing con~ultant services,
rotating book collections, book funds and ii'Orkshops for participating libraries. It
is anticipated that this demonstration program will lead to the formation of a legal
library system in Northeast Kansas by 1969. Such a systern would ooerate with a tax
le·,"Y of ~ mill on areas not notv taxed for library service . Services to existing
libraries would be strengthened through such a federation and library service would
be extended to an estimated 100,000 people now without library ser\~ce in Northeast
~ansas .
A strong possibility exists that the Lawrence Public Library would become
a w.ajor resource center for such a system in addition to becoming administrative
cente:- of r.1an:r centralized services such 'lS consultant services , cooperative film
circuits central acquisition of books, etc. Additional funds for the Lawrence
Public Library under such a plan irould provide increased book stocks , personnel and
services to residents of Lal·trence and Dou~las County and eliminate the non-resident
fees nou charged to persons living outside of the city.

In sum~ 1 ~r, in spite of temporary slowdowns_in some.areas.du~ng the past year, the
Library has continued to expand and extend 1ts serv1ces W1thin space and budget

limitations . There are still many areas of service__ to be explo~d yet and many
improvements to be made on our present services . w1th the cont1nued support of the
city and the Library Board and an excellent staff with which to 1-1ork steady improve m~nt -w;.11 be assured .

The above circulation figures represent a total decrease in book
circulation of 3,512. Record circulation decreased by 1,347 and
cir culation of periodicals increased by 175. Circulation of adult
books showed a rise of 7,280 while circulation of children's books
declined by 10,792 from 1965, leaving a net loss in circulation
for both departments of 3,512 .
