LA\-IRENCE PUBUC LIBRARY

TO THE BOARD OF DIRECTORS:

Unquestionably ~he major event for us in 1970 wa3 the passage, on March
)rd, of a bond 1ssue for $ 1,575,000 to build and equip a new librar,y
facil~ty . In spite of the e?onorric slowdown which hagan in 1969, the
bond 1ssue passed by a marg1n of 56 %. A key factor in its pa3sage was
the excellent work done by the Bond Campaign Comnti. ttee . Another important
factor, I feel , was the general recognition by the voters of the educational role played by this library in the community over the past 60- odd years .
The swnmer of 1970 brought word that $ 122, 000 in federal funds were being
auarded to Lawx~nce. This, in effect will mean that the total cost locally
will be in the area of $ 1, 450, 000 . A by- product of the success of the election was Lawrence Library's receipt of the John Cotton Dana award for outstanding publicity during the campaign. Lawrence was one of 10 public libraries
in the nation to win this award in 1970.
Completion of plans for the building was held up at several points during the
year, most noticeably due to compl. cations in condemnation of the required
land. Ho~l8"ler, early in 1971 final plans for building construction were
a~proved by the Board and the Commission. Schedule for completion now stands
at. April, 1972 .
In the meantime, space problems in the existing library remained acute. Storage
of materials in the City \'later Plant amounted to aproximately 6, 000 volumes
during the year. Of these were some 2, 000 bound volumes of periodical3 given
to us by Leavem&lt;~orth Public Library . Nan:,r of thes~ date to the. tu:n of the
centnry and will be invaluable for reference use 1.n the new bmlding.
Book circulation during the year decreased from 1969. The total.number of
book~ circulated was 281 890 a decrAase of 5,830 over the preVl.ous year.
A b~a~do·~ of figures i~dic~tes that circulation of adult books_ actually
increasa~ ~ 6, 098 while childrens books decreased by 11!928 . This would
se~m t~ he a continuation of a pattern which has been_gol.ng on for 5 or
6 years. Additionally, it ·nould seem t~ be a pr oblem Ul many parts of the
coun~~ rather than purely local in na~ure .

received several thousand items on loan for Lawrence patrons .

The greatest long-range problem during the year was the notifica~ion that we

were no longer eligible for lower city electric rates . This more than doubled
our rates and we estimate it can cost an additional $ 4 000 per year in the
new library. Lawrence has joined 5 other public librari~s in Kansas in pressing
for a change in this ruling.
Good news on a long-r3nge basis came in the fonn of the results of the 1970
fedaral census . La~rence is now officially over 45,000 people . This will
place us in that public library category in Kansas which allows 2.5 mills
for library operation in cities over 35 1 000. Since this will cor.unence with
our 1972 budget year, the estimated $ 30, 000-35, 000 additional funds we
vill nded to operate the new building will be available.

major personnell changes took place in 1970. t1rs . David Paretsky was
appointed Childrens Librarian, reolacing Mrs . Halfen, who left in the
SUinsr of 1970; Mrs. Larry Ashim became head of our Circulation Dept.,
replacing Hrs. Richard Frampton who resigned in the Fall of that year.
We were also quite fortunate to have Hrs . 'tlilbur Hess join our Reference
staff on a half-time basis last Fall . Mrs . Hess was previously employed
aa a cataloger at KU and as the Librarian at Junior High .
