of e:nphas1.s. not-~ to planmng for furniture and equipment. Bids on these i terns
~e:e taken 1.n Novembe:· Construction of the library began in April, 1971
being set off appropnately by a traditional ground- breaking cererr.ony .
Although con3truc~ion bids came in over the estimates , this was somel-that
offset by lower b2.ds on the furnishings than we had anticipated. He were
thus able to restore some earlier deletions, such as dr:1pes and landscaping .
lfter considerable discussion llith city officials , the natural stone walls
at the entrances were alloto~ad unde r the building code . These are now in
placa and it is easy to see the excellent effect these will have on the
loots of the interior .

We v~re quite pleased to see an encouraging increase in book circulation

during 1971. Last year saw a rise of 10, 996 in the number of books checked
out over 1970. Adult circulation rose by 9, 598 while children's circulation
vas UiJ by 1, 398 . The increase in juvenile circulation was particularly gratifying due to the fact that it has been on a downhill spiral for 7 years, not
o:1ly here but in mmty parts of the country. All items circulated- books, films,
records &amp; periodicals- totaled 307, 534 for the year.
!."'Jring 'the same period, our total number of registered borrovrers increased by
1,551 to a new total of 17, 850. Our book stock grew by 4, 748 to a nell high of

Selected collections of books are housed in the Ballard Center as
well .. as the. Ea~t Latrrence Community Center. These collections ar~
rotated per1odically.

For the first time in its history, the Library made plans to become in
~feet, a separate entity. That is, upon reaching 35 000 population' it
would henceforth certify its budget directly to the County Clerk, i~stead
of being-approved by the City Commission as a part of the total ci t;J
budget . The Board expressed it's desire to see the City pass a charter
ordinance this year returning the budget to its previous relationship
vith the city budget .

#.major change on the Board took place last year when l1ax Stalcup retired
after nea:-ly 12 'rears service, the last 3 of which he served as chair-;m. His le~dershi? during that time lTas to a great extent responsible

pate in the newly expanded state interlibrary loan netti'ork . Lawrenc9 Public
LibrarJ along with 13 other libraries in the state, \-ri.ll participate beginning
i-i3rch 1 i!'l the state network . La~-r.rence will loan boo!&lt;s to other libraries
arormd the state and will also have access through the nat,...rork to several
~llion volUMes for local patrons . In return for its participation in the
netr.-o.r't{ Lawrence exoects to recai ve grants for operations and books, in
