PRESIDENT'S LETTER
In looking back over the years since I
it seems genealogy has changed from a hobby
for many. The number of people involved in
low until the last ten years. A tremendous
with both good and bad effects.

have been involved in genealogy,
for most of us to a big business
genealogy had remained relatively
growth has taken place since then

The good effects? Many town, county and state genealogical societies have
been formed, most publishing quarterlies and newsletters concerning their areas
of interest. This has been a great help to searchers.in distant areas. Many
genealogical publishing companies have begun business offering a wealth of
books and data on most areas of the country. Numerous charts and filing systems
and how to do it books are available. Several magazines such as the "Genealogical Helper" have been helpful to many. Professional genealogists are more than
willing to help you for a fee. Workshops and conferences large and small offer
speakers on a wide variety of subjects. Computers are being used to increase
the ease of record keeping and retrieval.
Bad effects? Some county courthouse officials refuse to help genealogists
in any way, or .very grudgingly, because they are too busy or their records have
been stolen. Some professional genealogists turn out to be not so professional.
Some do not render the service paid for. Organizations such as "Beatrice B.
Bailey" prey on the unsuspecting genealogist. The economic situation has
limited some library services. Some such as Kansas City, Mo. are charging a user
fee. The federal government has eliminated interlibrary loan of microfilmed
census records and reduced other service.
To use our time and money wisely, we need to be aware of what is offered
for our use by libraries, societies, family associations, publishers, etc. If
we plan to use a professional, choose with care and investigate thoroughly.
Talk to other genealogists--they are more than willing to share ideas. Finally,
do not take genealogy too seriously, but have fun.
Sincerely,

f)~~

President

The First Baby
The first birth in this city was on the 25th of October last. The
Lawrence Association donated the boy a first class city lot, and named
him Lawrence CARTER, after the city and his parents. We learn that the
little fellow is quite healthy, and is growing finely. May he live to
see our beautiful city ranking with the first in the Union in all that
pertains to wealth, education, morality, and refinement.
We may be allowed to say, in this connection, that the first white
child born in Chicago is now but tt-Jenty-two years old, while the city
boasts of a population of near 80,000. May not a destiny equally
prosperous await our own Lawrence?
--Jane Wiggins, Lawrence, KS

RURAL MAIL DELIVERY AND UNCOLLECTED LETTERS
A letter from the General Services Administration dated lApril 1982,
gives the following information concerning the "Lists of Letters Remaining
in the Lawrence Post Office" which were published in The Herald of Freedom,
8 August 1857, 5 September 1857, and 1 October 1857.
"The rural service began in 1896, but post offices in some cities and
villages employed carriers to deliver mail before that date. Excerpts from
the 1851 United States Postal Guide contain information on the advertisement
of uncollected letters left in post offices."
The 1851 United States Postal Guide states on page SO:
"Advertising Letters.-Under the 5th section of the act of 3d Harch,
1851, providing for the advertising of uncalled for letters, the postmastergeneral has made the following regulations, viz.: When the gross receipts of
the post-office for the then next preceding quarter shall not have exceeded
$500, the postmaster shall advertise such uncalled for letters once in six
weeks only: When such gross receipts shall have exceeded $500, and have not
exceeded $1,000, the postmaster shall advertise once a month only: When such
gross receipts shall have exceeded $1,000, and shall not have exceeded $7;500,
the postmaster shall advertise twice a month: And when such gross receipts
shall have exceeded $7,500, the postmaster shall advertise once a week."
"Such advertisements are to be inserted in one newspaper only, which must
be printed in the city, town, or village in which the post-office is situated,
and must have the largest circulation within the range of delivery of said
office of any paper issued weekly or oftener, printed in such city, town, or
village. Should the publisher of such paper refuse to give such list of
letters one insertion, at one cent for each letter,' the postmaster will designate some other paper for this service. He is also required to post in a
conspicuous place in his office a copy of such list, on the day or day after
the publication thereof."
"If there is no newspaper printed in the city, town, or village where'
the post-office is kept, or if the publishers of all the papers so printed
shall refuse to advertise the letters for the price above mentioned, then
manuscript lists of them are to be made out and posted at such public places
in the town and neighborhood as shall appear best adapted for the information
of the parties concerned. Refused letters are not to be advertised, nor those
which the postmaster expects will be immediately taken from the office. Drop
and box letters, circulars, free packets containing printed documents, speeches,
or other printed matter, are not to be advertised."
--Pauline B.Elniff, Lawrence, KS.

From the Baldwin Ledger, January 28, 1921:
"A big wolf hunt has been planned for the Vinland neighborhood next
Sat. Jan 29. The round up will take place on the A.K. Stephens farm.
W.D. Fordyce is the manager of the drive."

A Free School in Lawrence
A free school was commenced in this city a few weeks since, taught
by Mr. FITCH. A meeting of the citizens was held on the evening of the
18th inst., at the school room. The meeting was organized by the
choice of Mr. Samuel F. TAPPAN, President, and Dr. S.C. HARRINGTON,
Secretary. A school committee of three was appointed for the ensuing
ye~r, consisting of Dr. ROBINSON, Dr. DOY, and J.S. EMERY, Esq.
Mr.
Samuel F. TAPPAN was chosen clerk. We are informed that enough money
has been subscribed to carryon the school for three and a half months.
