CHANGE IN POLICY FOR INQUIRIES TO 'THE GENEALOGIST
The Board at its December meeting voted to require a $10 deposit with
requests for genealogical research by the Society. Those submitting requests
without the deposit will be notified of the requirement before any research is
undertaken. Those who have submitted inquiries before the Board's vote will
not be affected.
The change in policy was prompted by the difficulty the Society has
experienced in collecting fees for research already completed.
At the present time, the Society is without a genealogist, and member
volunteers are researching requests at the Helen Osma Room in the Lawrence
Public Library, where the Society and the local chapter of the D.A.R. keep
their materials, and where the library'S own Kansas Collection is housed.
While a great deal of material is available in this location, including
cemetery and funeral home records, all issues of The Pioneer and its indexes,
Lawrence City Directories, unindexe"d Kansas and Federal censuses on microfilm,
and all il3sues of the Lawrence Journal World on microfilm (only partially
indexed for the early 1890's), this location does not house at the present
time any vital, court or land records other than those published by the
Society (although we have published many). In order for these records to be
searched, a specific request should be made, and it should be expected to cost
more in terms of time involved. It should also be remembered that local
records were destroyed in Quantrill's Raid August 21, 1863, and county birth
and death records are extremely limited.
We know there has been a delay in processing requests for information
for which we apologize. If you are waiting for us to answer, please do not
despair! We will get to it!

NEN PROCEDURES FOR OBTAINING VITAL RECORDS FROlf THE STATE
The Kansas Office of Vital Statistics (Landon State Office Building, 900
S.W. Jackson, lst Floor, Room 151, Topeka, KS 66612-1290) has made some
changes in its application procedures for obtaining copies of vital records.
Proof of identification is now required for the person making the request,
such as driver's license, picture ID, social security card, credit card,
military ID, voter registration, employment ID card, etc .. Application forms
have also been revised for obtaining copies of birth and death certificates,
marriage licenses, and divorce reports. The recording of births and deaths
began at the statewide level in July 1911, divorces in 1951.

DOUGLAS COUNTY, KANSAS IN

~864

The Kansas Annual Register for the Year 1864, published by the State
Agricultural Society (a copy is available at the Lawrence Public Library, call
number KC 978.1 ST28), gives an interesting description of Douglas County,
Kansas, all of which will not be reprinted here, but genealogists might find
the following excerpts of value, and certainly of interest:
"population in 1860, 9,207 . . . . There is hardly a county in the State
where the farmers have generally made better or more valuable improvements
than in Douglas. The Pacific Railroad on the north, and the Leavenworth,
Lawrence & Fort Gibson Railroad through the county, will, of course, afford
all the facilities for commercial intercourse that can be desired, and always
provide ample means for shipping the surplus of the agricultural or stock
grower . • . • Lecompton was as early as 1855, made the capital of the Territory,
and around and in it centered the strength and virulence of the pro-slavery
rule in Kansas. Lawrence was equally dedicated to freedom, and destined to be
the home of those who respected the rights and liberties of all men. These two
towns were but twelve miles apart. Lecompton is now desolate and almost
deserted. At one time it probably had about one thousand inhabitants, now it
has not to exceed one hundred. Clinton, Bloomington, Black Jack, Prairie City,
Baldwin City, the location of Baker University, and Franklin, are other
villages in the county. Of these Baldwin City is the most thrifty at present,
the superior educational advantages being a strong inducement for families to
locate in the town and its viciriity."
The following Douglas County names were also extracted from the text:

EARLY LAWRENCE WEATHER

The information for this article was taken from an address by Professor
Hamiltoll Perkins CADY of the University of Kansas, sent to the granges and,
labor organizations of Kansas in 1911 by the Department of University
Extension at K.U., and reprinted in Collections of the Kansas State Historical
Society, 1911-1912.
Lawrence weather records were kept by one man, Dr. Francis H. SNOW, from
1868 to 1909. As a consequence, the data was taken in a uniform manner and is
very reliable for studying variances. Dr. SNOW was the first weather recorder
in Lawrence. Only Leavenworth, where records began in 1836, and Manhattan,
where records began in 1858, have older Kansas records, but the data in those
places is not totally complete, being interrupted at various intervals.
During his tenure, Dr. SNOW saw rainfall increase at Lawrence at the
rate of about .17 of an inch per year. At the beginning of his records, the
average yearly rainfall was 33.33 inches, increasing to 40.45 inches by the
end, but varying greatly from year to year. For example, the precipitation for
1897 was 23.79 inches, while that for the next year, 1898, was 44.05 - a
difference of more than 20 inches!

OOUGLAS COUNTY, KANSAS VOLUNTEERS

-..J

o

~86~-~865

This list was extracted and alphabetized from the Report of the Adjutant General of the State of Xansas,
Vol. 1, 1861-1865, and another volume for the year 1864, which can be found in the Lawrence Public Library
Kansas Collection, as well as the Kansas State Historical Society Library in Topeka. The first volume (1865)
contains only the 1st through 11th Regiments. In the 1865 report, the Adjutant General notes that his office
does not have complete records for all soldiers, and other records are incomplete. Other records conflict so
that "a discriminating judgement often has to be exercised." Many cases involve men captured or wounded or who
voluntarily returned from desertion where the records did not report this. Likewise, when a whole regiment was
mustered out, all its members were usually recorded as being mustered out on that date, regardless of whether
they were actually present, out on detached duty or in the hospital. In this extraction, only those who list
Doulgas County residences are recorded here, and in many cases the original records did not record the
residence. It will also be noted that where the name of a location in Douglas County is the same as the
location name in another county, all those whose residences could have been in Douglas County were extracted.
Also, where discrepancies exist between the two volumes, the 1865 volume information is used i f possible,
since it was published later and contains many corrections. Some notes indicate which volume was used (1865 is
used as the date of the 1861-1865 volume). The 1864 volume lists some birthdates and places where the later
volume does not, and these are noted.
To assist in identifying mustering in and out dates and places and how they may apply to the indivudual
soldier, we have also extracted a regimental "history."

CIVIL WAR DIRECTORY TO BE OFFERED ON COlfPUTER
Once of our members spotted an article in the Cappers, Vol. 113, No. 18,
27 Aug 1991, which stated the following: "A computerized directory of Civil
War troops will be available to visitors at 28 national battlefields within a
few years. The directory will contain about 3 1/2 million names.
"The National Park Service will offer prototypes at Shiloh and Antietam
in 1992. Visitors who enter the name and state of a veteran will gain onscreen access to his military records."

ANNA SHIm IRVIN CORRECTION AND OTHER INTERESTING NOTES
We gratefully received this letter from Mrs. Virginia V. (John M.) Irvin
of Monroe, Wisconsin. " ••. the Summer 1991, Vol. XIV, No.4 issue (of The
Pioneer) and noticed on page 181 at the bottom an extract from the paper
written by Anna Smith IRVIN (not IRWIN). She was my husband's grandmother and
wrote that paper when visiting her son Elmer IRVIN in western Kansas. Anna
IRVIN was the daughter of Thomas Burr SMITH who came to Douglas County in the
1850s from Connecticut and his wife Sarah Ann GREENWOOD who came to Kansas
with her mother, stepfather, and half siblings. Also a sister who is buried in
that cemetery on Blue Mound. The Aunt Emma KILWORTH the teacher at the Blue
Mound Colored School was Sarah Ann GREENWOOD's younger half sister Emma WHALEY
born 1848/9 in either England or New York. She became Mrs. Jacob KILWORTH (not
Mrs. JACOBS) and died in 1900. Jacob did not die until 1923. They lived in a
very large house in Lawrence .••
"On page 180 where you listed Blue Mound School students, Rena KNIGHTEN
is listed in both years. She later worked as a hired girl for great
grandmother Jane MOORE IRVIN and subsequently married the youngest son Edmund
R. IRVIN. They farmed in Cloud County, Alabama, then moved to Perkins,
Oklahoma, and Ed died in 1928 in Casa Grande, Arizona. They had one son
Maurice IRVIN, born Steele's Depot, Alabama, who died in Perkins, Oklahoma •.•
Ed is buried there and is Rena."

BrrRAC'.rS TROll AN ABS"rRACT

LOTS 1, 2, 3, 10, 11, 12, BLOCK 77, BALDWIN CITY, KS
Charles and Emma Worley submitted an original Abstract of Title to The
Pioneer. This "history" of transactions affecting the numbered lots in Block
77 of Baldwin was prepared in several phases, the first in 1887 by L.S. STEELE
of Lawrence, the final one in 1943 by John C. EMICK of Lawrence. The Society
is not yet certain where it will store the abstracts it has acquired, and at
this point has no capacity for making them available. Instead, we will publish
references, where shown, so that anyone interested can go to the original
records for further information. All references are to Douglas Co., KS deeds
unless otherwise noted.

1870, 15 Sep: Palmyra was laid out on west half of Section 34, Township 14,
Range 20. The original Plat was destroyed by fire in the raid of 21 Aug 1863.
There is now recorded in Plat Book A, p.6, a map purported to be a copy of the
original.
